No fees for becoming a PSN developer?

I heard somebody say that it the licensing fee to develop for PS is pretty high, but I haven't found it anywhere, in fact, according to this, there are no set up fees? Anybody know what the cost of becoming a PSN developer is or is it really free? ESPECIALLY now that SCE just released it's dev kit for free.

It is free to develop for PSMobile. Development for PSVita, PS3, or PS4 still requires a dev kit. Sony has been giving away vita kits to developers that have shown promise.

You need to read it more carefully.

Sony has released their tools framework. It is code to help make it easier to release tools. It is for people who say "I need a map editor written in C#".

These are not the development software required for PS4, PS3, or Vita.

Sony, Microsoft, and Nintendo are willing to work with established companies with the ability to bring titles to market. They will not license dev kits and other equipment to individual developers.

To become authorized for any of their consoles you need to be an established business, you must have access to enough money or contracts to build the software, and you must have experienced developers with several years of professional experience. If you are a startup studio with 5 employees and are working to land your first million-dollar contract porting a game, when you land the contract is when you can become authorized.
