Quaternion to Angle Axis

Are the input axis in degrees, radians, or am i not understanding this correctly and they are something else?

Radians. I don't know why that author keeps going on about degrees. (He does say openGL trig functions take degrees, but sin, cos etc. aren't openGL functions anyway).
