Luminance + Chrominance -> RGB

Subject says it all. Does anyone know how to get to the RGB value of a colour when given luminance and chrominance values? And/Or vica-versa. I ask because thats the way colour is encoded in TV transmissions - which I''m learning about, just every book I''ve looked in didn''t say anything, and my teacher doesn''t know either. So, anybody?

I''m pretty sure the second edition of "Computer Graphics: Principles and Practice" (Foley et al.) covers this topic. There is a lot of discussion of color spaces....
