Sometimes I see people rotate a viewport by dragging so that they don't need to push the rotate button on the lower right corner of the "navigation" panel. (What you call it), how did they do that?

That's the ORBIT function of viewport navigation. I think it's Scroll Wheel hold + ALT.
If you hold CTRL+ALT + Scroll Wheel, you can zoom in\out.
They're key combo shortcuts, so you can read up on all available ones for 3DS. It's probably the number one thing you should learn in any software if you want to make things faster.
