Ohk, then I suggest you start working on how your gameplay is going to be unique, and expand around it later.
Same with the story, figure out the basis of your story and how its controversial.
This way, you'll have a reference point for really setting your game apart, and you can expand on it at any time within your game design (since you really want to be focusing on the unique aspects of a game and build around it).
