So since 2008 Ive been trying to make a game based on The 1997 hit 'Civil War General 2' published by Sierra Entertainment. I developed a design document and even concept UI, and art designs. The only problem is ... volunteer projects never survive. People dont work for free and things usually fall through. Capital is the only thing that keeps your programmer programming even after he looses interest.
The reason Im trying to remake this game is because their is a huge community that wants to see it remade... with updated graphics, UI, and engine to work on current computers and tablets. The game scored The Best Civil War Strategy Game on GameFAQ of all time, yet we havent seen a sequel!
Honestly all I need is a programmer or development company interested in developing such a project.

I think it's hard to pull this off if you are not a programmer yourself. I have seen you applying for a kickstarter to raise funds to pay a programmer and getting refused ... but you shouldn't give up all hopes I guess.

It just happens a devoted programmer starts creating a remake, open source preferably, and others jump in. If the remake supports both the original graphics as well as new formats, he can even completely code the game until an artist wants to create new graphics.
So maybe you shouldn't focus on finding a programmer that wants to do this for the money. But more on finding a fan that happens to be a programmer and wants a remake for this as bad as you do. As a programmer for an open source classic game remake, I can only tell you this from my own experience.

Honest humble opinion: what you need is for YOURSELF to show interest in developing such a project.
You say that you have been trying to make this game since 2008, which is roughly 4 years ago. But all I see are screenshots of other people's product. Where are YOUR tech demos, screenshots, concept art?
In 4 years, you could have picked up programming skills, and made a tech demo showcasing some ideas and features of your game. The fact that there are none demonstrates a serious lack of commitment. I think it would be hard to convince others to devote their time on a project if you do not appear committed to it yourself.

Interest in the project also keeps programmers programming - More often than capital. There are a lot of well-crafted labors of love floating around the internet, done by people for long hours without any expectation of compensation. It sounds like you've been dealing with people who aren't interested in the first place, or people with the interest but no desire to put any effort into it. If you're really committed to this project....

... tap into the resources at hand. Find others who think as highly of the project as you, and are willing to learn how to do it.
Are you really motivated to get this done? Start picking up an essential skill then build the foundation, and attract others with your work. There are a lot of people with "great ideas" they want to see finished, but you have to do more than that. The famous line is "If you build it, they will come." Not, "If you kind of have a half-assed idea, they'll make it for you."
When the leader of the project won't put any real work into it, that is when people and programmers lose interest. You have to do more than just think up ways to improve a game that's already been made, and expect others to figure out how it's done.
Grab a hammer and start building.
