App Hub age requirement

I went on App Hub to try and log in with my Windows Live ID, and I got completely locked out because I'm not 18 yet. I was planning on writing an XNA game and publishing it on XBox Live Indie Games. I might finish the game before I turn 18. Would it be better to just wait half a year once the game is finished? And then publish it?

It's because you can't enter into any legal agreements on your own yet. I believe it's ok for you to have your parents sign up and develop the game under their name, but if you look at it from MS's perspective it would be a legal clusterfuck if they allowed it

edit: there's probably other reasons too, but I imagine this to be their primary justification.

You are right that this would be their major reason. It would probably be their only reason.

As a small nitpick... Minors most certainly can enter legal agreements, but they can generally disavow them up until they age up. If a minor disavows the agreement they must make restitution which includes restoring any items transferred and potentially pay for any good or services consumed. Even then some agreements cannot be disavowed. Barter, including purchasing a retail object in exchange for cash, cannot be later disavowed. Contracts for necessities such as food, shelter, and such, and contracts for certain sports and entertainment agreements also generally cannot be disavowed. In many places minors can bindingly sign medical agreements for things like blood donations and pregnancy care.
