This Simulation is to be set 6 weeks after the first 'Infected' appeared, it appears the Virus has five Different Strains, The Center for Disease Control (CDC) Has Classified them in 5 different levels, depending on there severity.
Level 1 Strain = Shamblers, these infected just shamble around, doing little till they see you and then they move with a amazing burst of speed for a short while, take as much as a pain as a Human to die so a few Shots will kill it.
Level 2 Strain = Runners, These infected are much like the Lev ones except they can run all the time and chase you for longer.
Level 3 Strain = Maulers, these Infected can wield Melee weapons and can take more punishment then the lesser two Levels, and they actively hunt Survivors
Level 4 Strain = Sharpshooters, these Infected where in there previous life Servicemen (Policemen, Soldiers etc..) so they can fire Guns, takes more of a beating then the lesser levels and actively hunt Survivors.
Level 5 Stain = Dominators, these infected have been hugely mutated by the infection, the infection have made them Taller, stronger, Kept there intelligance (So they can use Firearms and Melee), they are about 8 1/2 ft tall and weight about 700lbs, these are rare and only appear if a large enough horde appears.
There has also been reports of Strange mutations, but these are as of let unconfirmed.
The Simulation is Set in America, the particular area for this scenario is in the Makebelieve City of Delta, the reason for this is to find out how people/players survive in a Apocalyptic Scenario.
You play the role of a Anonymous Survivor trying to survive day-to-day in a world filled with Viral danger.
You will be able to field many different classes of weapons and these are,

Pistols and Revolvers
Assult Rifles
Shotguns
Melee
Explosives (Molotovs, Pipebombs etc..)
SMG
Heavy Machine Guns
Other (weapons that don't fit in those categories)

So it will be vital to get the correct ammo for your weapons.
You will also be able to craft many items, including a Handmade 9mm SMG or a Pipe bomb, even a Generator, you will not know the recipes till you do them (The Playerbase)
How it will work is through the use of Recipes, for example for construction of a Generator you would need to have a Trolly, A car Battery, lawnmower engine, cables and Plug sockets and that would require Fuel to run.
You will need to eat to survive, so scavaging is Vital to the Scenario, Same with fuel and ammo all of these are Finite meaning they will run out eventually, showing what will happen when supply levels are dropping, will players group up and survive? Will it be a Cannibalistic world where it is kill or be killed over a tin of beans.
The Military play a Neutral role, they man the Quaratine lines that stops everyone from just leaving the city, they will shoot Everything that goes near the fences, even survivors and they will do patrols inside the city to try to clear out the Infected, the Survivors could for example ambush the and the HQ wouldn't know it was them through clever tactics.
Alpha testing will take place in a City block and move out accordingly.

In addition to what I mentioned about you having no experience or skilled noted down and are looking for other people to do the work for you, you will probably be regarded by everyone else who views this thread as an "ideas man", aka, someone who will only contribute to the project with ideas.
Now, it's a nice idea, but like I also said, it's over done. I'm sure you want to make a game like this so you can play it also, so I'll list a couple of games that are very similar.

It appears you got the wrong end of the stick, Our team where the ones making the game called "the First Crusade" game, on which we had to shelve because of lack of funds and over ambition, we have much of the tech already, we have the Inventory, Health and food systems already in place, just need to customise them for example.
All we need is a Modeller and a extra Programmer.

2. What discussion are you expecting here? What you posted sounds boring and uninteresting play because you haven't actually posted anything about what players would be playing.
This sounds overly generic and bland, with nothing new or interesting that would make me want to play it over something like the Left 4 Dead series. (Which I haven't played in months, because the gameplay is stale and boring.)
And do you really want to have that many choices for ammunition? Why would I pick the 8, 10, or 20 gauge shotgun over the standard 12 gauge? And are you planning to include Slugs, #0000, #0, #T, and #BBB, (or any of the other grades of shot) in all of that? Honestly, a shotgun goes "Chah-chink--boom" and zombie heads explode, and that is about the limit that I really want to care about them in a video game.

About the Ammunition, a 20 Gauge is basically loads of little pellets, a wide spread and low damage, good for causing damage to multiple opponents, we might include those shots if people want them and if we can do it in a reasonable amount of time.
Whats uninteresting about this? this is a Survival Simulation (Ultra), Perma-death etc.. You will have to scavange for food, ammo, fuel, etc..

How do we 'scavenge' stuff? Where is it, what mechanics do we have to find the stuff we want/need? How much of what do we need? How hard is it to find stuff?
And about the ammunition, I think you completely missed my point. You are listing off a huge number of ammunition types that fit in different weapons, but you haven't posted any reason for them. Why do I Want to pick between the 4 different choices, rather than just grabbing "The Shotgun" and playing?
In other words: Do you want the steak with mashed potatoes, the steak with chopped boiled potatoes (Which you'll likely just mash on your plate.) or the steak with the baked potato? At the end of the day you're having a steak with a side that doesn't really matter because it is basically the same.

Why do you have a "7.62" and a ".303"? They are basically the same round. Similar energy, comparable ballistics, etc. They're different rounds, but try googling 0.3 inch to mm,...
What reason am I going to want to collect .22 over 5.56 or .30 shorts? What advantage am I going to have using a 5.56 based rifle in this game instead of a .303 or 7.62?
Why do you feel the need to offer me, the player, all of these options. I really don't care if the weapon is 5.56 or 7.62. I care about it putting down the zombie trying to eat my character's brains. With this many options it suggests that I'm either going to keep ditching a weapon in favour of whatever ammunition stash I have last come across, or that I'm going to be constantly passing over ammo. And I'm just going to be annoyed when I am down to my last magazine of 5.56 and stumble across thousands of .50 cal, but then never find a .50 weapon to use them in.
What are the maps going to be like? What is the setting like? (Time of day, season. Do these change?) Are the maps static, or can I change them/build fortifications/knockdown buildings/etc? Is the map the same every time I load into the game?
How many zombies are on screen at once? Are these scattered packs where I will encounter 5-10 and have it as a challenge? Or are these Left 4 Dead style hordes that encourage me to sit in a corner and gun them down like mowing grass?

To Answer the question about Ammuniton, .22 for example is the most common Calibre in the world so it wil be common in the game, Mainly to offer a realistic selection of weapons most of which will be good/bad at certain things, .22 is a Accurate, silent round while 50 cal is powerful but noisy and not very common.
Loot will only be Spawned once, So as to encourage active gameplay and conflicts, the setting is mostly in the City called Delta, of which you will have to survive Zombies, Military an other survivors.
You will be able to push Furniture around so you can Barricade yourself in a house for example.

.22 is hardly silent. If you want to get people interested in this project, talk about the actual mechanics; you've written a pitch here rather than talking about game design, you have only hinted at how the AI(?) will act around you, you say we can scavenge but haven't said anything about if you can enter buildings or not and to what degree, etc.

You can fully enter buildings, The AI for the Infected depends on the Strain of the virus, a Lev1 will be randomly walking about till they see someone then they go after you, a Dominator Will actively seek players for example.
The Military will launch routine patrols in the city, they will go down the main routes of the city, Killing Infected mainly, but also any survivor they see.
The reason it sounds like a pitch is because I summarise it because some people in the past have been totally confused, oh have you ever shot a .22 rifle? (Not being rude, just asking)
