I'm looking to generate a couple of static isometric images (For a wild-western themed browser game), mostly consisting of wild west themed towns (Houses, horses, people, cacti, etc.).
No animation, grids, etc. will be needed, the image will be more of a background.
I was wondering, apart from getting an artist to draw this by hand, are there any tools that could generate such an image? I heard about World Creator 2.5 but I'm not sure if it has the objects I posted above, so suggestions are more than welcome.

You could use a 3d modelling tool to create and render the scene from a isometric view using a orthogonal camera. Take a look at blender a very good and popular 3d modelling tool.
Are there any built-in or user contributed assets in Blender, similar to the ones I need? They don't have to be exactly the same, but close.
For example, a house model, with some modifications could be made to have an old-western look. That's fine, however creating it from scratch could be a pain for someone with no previous experience of 3D design. Or is it easier than I think?

No, you need to get your hands on assets on your own. To be honest, getting assets is the most painful process for almost any hobby developer. Either, make it yourself, buy it or try to get some freely available one. The latter is quite restricted.
Some sugguestions. First, take a look at some of the larger assets collections like ryzom. Consider to take one of these asset sets and change your game setting accordingly (be aware of licenses !). If you want to keep a special setting and you want to spend not a lot of money, you should consider to learn modelling. When you only want to render small icons of some buildings etc. it could be relative easy, but nevertheless it is a lot of work and you need some experiences before it starts to look good.
