I'm from Sweden and interested in creating games.
I would like to ask if I can post game creation video tutorials here using scirra contstruct. If so where would be the best place to post it?

Hi and welcome!

If your articles are really good, and provided Scirra is something anyone would use, maybe submit them as articles ("Article Proposals and Requests").
Else simply post it in "Game Programming", "Beginners or a forum appropiate for the type of game or technology, i.e. 2D, DirectX, etc. You could also post on a website/blog then link them in a post to "Your Announcements".

You also have a journal in your profile that you can use for stuff.
