I don't know about Speed Tree, have not used it (only free alternatives: Arbaro, Ivy, Ng plant, Tree[d] ) , but maybe you mean something like Poser, Blender Makehuman (but anyway, you would need to learn blender, quite longer than learning any special task tool...)? for creatures, Creature Creator might do, but imo a bit too basic tool...so not recommending, but modify an existing human or creature model with any modeler...

I have Daz and Poser installed and played a lot with Daz, but it never occurred to me that this program is basically what I want.

Yes, you do need to download tons of content to customize your model.

I hope with the Daz and its FBX plugin I can export it as a static mesh and use it in UDK.

Those meshes are probably too high in polygon count to use for a game...
Other option is purchase or download some low pol, game ready models, and animate them your self (there are actually many already animated ones, commercial, and a little few, free. Usually of not much quality. )

What you can do is import your model into blender, and use the re-topology tools to model a low polygon human over the high polygon one. There should be a ton of tutorials for you to get the hang of it. This is done all the time to get a low resolution model from a very high polygon model that was made in a sculpting application. Then you bake normals from the high polygon one.
