I'm looking for stock sounds from older games like Doom and Daggerfall.
They both share the 'imp fireball' noise (it's used for casing spells in DF) and the door or horse noises in DF are heard in movies often.
I'm wondering what library these sounds are from and what the cost of access to them might be?

It depends on the content but in many cases sound effects are under copyright. It just depends on which sound effects you're finding on the internet. Some may be consider free to use (in some cases you have to give credit to the original creators).
Also don't mistake royalty free for free and not under copyright. That certainly isn't the case. It just means that once you have a license to use those sound effects you don't have to give royalties to the original creator(s). If you're ever wondering the terms just look up the distributor of the sound effect (if that's known) and most likely you'll find a terms of use.
