Questions about Lucidity game graphics.

Hi, I have been having a look at lucidity game. Graphics are really nice IMHO, but I have a little question about how they design levels in the game. It seems they really are running everything in 3D using just planes, but how do they achieve this diversity level related to level construction? I mean, are hey just using a lot of quads on an atlas texture at different depths over a background with some effects like god rays?. I can't see another way to do it. Could anyone bring some light about it? Thanks in advance, HexDump.
