Well, I was going to suggest something along the lines of a city bus simulator, but turns out
">it's already been done before

Zomg! This would be über awesome if the bus was carrying a bomb! Limitations could be that you couldn't go below 10 and over 13 kph.

Wow...

I guess there's always subway simulator. Could still have "animated passengers with voice output".
How about, multiplayer Sokoban. "Push that block 3 to the right and 2 up. No, not 2 up and then 3 to the right! Gah, start over!"

A Mario clone, but with zero gravity

SimMustache

An RTS game where all the unit strengths are randomly changed at regular intervals

A music/rhythm game where your goal is to have bad rhythm

There's always a sequel in there: The Commute Simulator

First person, real time simulation of a commuter:
- Ride a bus to work
- Get stuck in traffic jam
- Wait at railroad crossing
- Wait for delayed train
- Transfer 3 times on subway
- Carpooling
and more....

Don't forget a Sandra Bullock Bikini Girl. She would take one Piece of Clothing off for each Passanger you could remove from the Bus.

Game Title: Freelancer (US edition)

Goal: Become the top freelancer in the US!

Abstract:

Take on the role of three different classes of freelancers: Programmer, Artist and Writer. Face challenges such as meeting deadlines, making sure your client knows what they want, and choosing a feasible project.

The main community element of the game is the bidding process. Here you will have to craft bids that will allow you to win clients over the very low bids of foreign developers. You must make sure you bid at a reasonable price and win otherwise you relationship status becomes single and your dinner is top romen!

The online component will pit you against not only the NPC (foreign players), but also your fellow programmers/artists/writer. The game also allows for consulting firms to be created in order to give your team an advantage (in both productivity and certifications/degrees). Be careful though. Make sure your colleague does not embezzle all the money from the firms accounts!.

(This could be made into a cosmical game enjoyed by freelancers).

The Game Master: a MMORPG simulation with thousands of bots playing the players, questing leveling and so on, you have to organize challenges for them, design dungeons, gear and items and so on to make them enjoy the game.
Any basic FPS, but with full implementation of realistic features such as:

1) Tripping over small rocks
2) Getting things in your eye
3) Guns that jam when dirty
4) Shots in arms/legs have realistic consequences. Limp your way into a corner and bleed to death!

There are quite a few of Ravuya's games that could be quite fun, I think. And "Race Condition" is certainly a contender for best one.
