I've never played that game, but I noticed on facebook they have gangsta war. Maybe they moved to facebook?

It does look a lot like the Facebook game...

It was most likely made from the Gang Wars PHP scripts that have been floating around. I think you can also find them on sourceforge, but there are literally hundreds of games that have been made with it. Some of them pretty much cut'n'paste, while some are almost entirely modded.

You were a gangster and you had to kill other peoples gangsters to get money, which allowed you to buy weapons and armour + more. Your Characters looked like madness Interactive people. Well i though the game was good. Because in the game it had the fighting in a flash style game where you used W,A,S,D to move and click to shoot.

Ohh, if it is Flash-based, then it is not related to the other 99.99999% of web-based gangster games. I am not sure what that game is then.
