A 1994 book called the Action Arcade Adventure Set is a WHOLE book on how to create a side scrolling 2D engine. This book is no longer available to purchase but the manuscript is online at http://www.makegames.com/sidescroller/. Check out chapter six for the level editing code.

Hehe, I have that book and I've read it too... it's not bad, especially if you want to learn about how a game programmer's pre-Windows/DirectX life was. You'll certainly understand a little bit more if you read that book.
