You could search for them via a search engine (altavista) using keywords ''wav'' and ''samples''.

Or better still, go to www.scene.org to download their collection (I think they are free for use) or follow the links on their links page.

A popular program for actually making sounds from scratch is Sonic Foundry (I think that''s what it was...). A great program for making music (techno and otherwise) and sound effects editing/mastering is FruityLoops, which, on a side note, only costs $50 dollars.
