"does not advocate", I'm fairly sure the right of free speech protects one's right to say "This Government sucks! It should change or we should force it to change!",... Kind of like what the USA was sort of founded on. But of course that can completely go out the window these days.

If I recall correctly that's a constitutional right/responsibility in the US.

If it said "Does not advocate violence" would that be better? I'm pretty sure "violent" is the key word here.
Does this mean that my Tetris clone can still adocate the silent overthrow of the US government?

There is freedom of speech and there is private property and ownership, while I have a right to say whatever I want as long as is not defamatory, libelous or slanderous, you have the right of kicking me off your property if I say anything that you won't tolerate while I am a guest there, Sourceforge being privately owned (I am assuming here), can set its own rules for providing its services.
So, if you're into violent government overthrows, then you'll just have to find a different medium (hosting service) to express it.
