I am looking for publishers who would pay the full amount upon signing the contract.
The full amount of what? What contract?

Do you mean publishers that would pay the full payment for an arbitrary project at the start of the project? I'd be extremely surprised if any would, unless the budget is tiny. There'd be way too much risk in doing that.
As d000hg says, you need to provide meaningful information. How much money, what type of contract.... What exactly is it you are trying to achieve?

I've yet to see a contract where the full amount is payed upfront. Payments are usually made in increments upon achieving specific development milestones, with the largest chunk at project completion, and penalties if the deadlines and quality bar are not met.
