Vandal Hearts II for the PS1 has simultaneous moves, but only one unit at a time. It's great to have to guess where your opponent will be. It's not that hard since you know attacking from behind does more damage, so you can pretty much guess without many problems. Here's a youtube vid -

Laser Squad Nemesis gets a bit more confusing for me since it's moves are based on a timer.
