Look over at GPMega (www.perplexed.com/GPMega), there should be
a tutorial called DrawPrimitive by Mark Feldman.
It's pretty basic.

Though many programmers on this forum (such as myself) believe that d3drm is worthless when it comes to game programming, it's a damm good place to start, especially if you're new to 3d programming. If you're interested in d3drm then "The Awsome Power Of Direct3D/DirectX" is a great book for it."
If you want the lower level d3d im there's
a "supposedly" good book on C++ game programming with d3dim which will be published in November '99.
