Social Model vs Steering Behaviours

I've just finished reading this paper on the social force model for simulating pedestrian behaviour http://arxiv.org/PS_cache/cond-mat/pdf/9805/9805244v1.pdf and apart from putting a more mathematical spin on things, I didn't really see how an implementation would be different from Steering Behaviours. Im not sure if many people have read this paper, but I'd be interested to hear your views. Maybe I've missed something lol thanks
It wouldn't be any different. The paper's focus is on how this model appears to work well in modeling pedestrian motion. It also discusses the specific equations used, whereas a discussion of steering behaviors in general might not look at this particular application or this combination of behaviors.

would you agree its fair to say that the model is similar to a steering behaviors model because a pedestrians movement is ultimately influenced by a combination of vectors(referred to in the social force model as repulsive and attractive influences). And that maybe the model can be seen as a subset of steering behaviors.
I'm also having trouble understanding the equations used in this paper, I've been searching around and whenever it is explained it seems to make it more complicated.

I was wondering if anyone understood how these were formulated, or has a link to a good explanation
