See the annual salary survey, which I am guessing you got your number from.

The 2007 guide linked to is six months old. The US COLA for 2008 is 2.3% so it would likely only be increased by around $500, not $5000.

As for your adjusting it for your experience and negotiating with your boss, that is entirely up to you. Your personal take home pay is dependent on your own negotiating skills, not on the industry average.
