Is windows programming learning how to use Win32? And THEN can I start DirectX

Yes.
It''s a good idea to get a handle on at least the basics of Win32 before you jump to DirectX.

There is a really excellent tutorial on the beginnings of win32/directx programming in C++ listed in the programming section of the developer''s resources link on the main page. Requires only minimal knowledge of OOP. The title is something like "Game programming genesis"
