Quake 2 Lightmaps

I am making a Quake 2 .bsp viewer and I ran into some problems. I got the pvs working fine, and the wall textures. I have two major problems with the lightmaps. My video card only supports power of 2 texture sizes, so I load each lightmap into a 16x16 texture, and adjust the lightmaps uv coordinates to only read where the actual lightmap is. I''m not sure If I''m doing it correctly. Has anyone else got around this problem? The second problem is that the lightmaps are all too dark. When I multiply the colors by 2, it looks better, but the colors turn too white. Has this happened to anyone else? Please if anyone has any idea on what to do, could you please help.
