free 2D animation software

Hey I was just wondering what you guys would suggest for a free 2D animation software for video games. I'm curently using C# and Blitz3D if that might help in what software to use.
I don'tknow of a good one that is free. If it was me I would just use a regular graphical editor, which usually have some primitive frame feature. Does anyone use Dogwaffle (aka PD pro, which is not free) for animation? I am wondering if that works ok.

Gimp can do basic animation, such as showing the frames as layers, previewing the frames as an animation, and saving as an animate gif file.

I want to help design a "sandpark" MMO. Optional interactive story with quests and deeply characterized NPCs, plus sandbox elements like player-craftable housing and lots of other crafting. If you are starting a design of this type, please PM me. I also love pet-breeding games.

If you can get your hands on a Mac, there's Pixen. Other than that, I have no idea, sorry.
