I haven't seen anything like this but...it's a very interesting concept. One thing to note when posting ideas online is that you've just given away your idea away to the rest of the world. Posting to message boards to thoughts on game ideas or general IP-related stuff is scary nowadays. Some guy could take the idea, make a game based on your concept bringing in millions while you're stuck with nothing, which sucks being the guy who created it.
