There isn't one. If you have access to max or maya, you can use one of those. If you have patience, Blender will do the trick perfectly. I wouldn't suggest silo or wings, although great modelers, they dont have much or good support for textures.
Really you want anything with good texture support. Max, Maya, Blender, XSI, whatever.

Nah why waist time, And yes i was thinking about buying 3D Max or maya what ones better? I don't know.
I'm a Max guy, as are many of my friends. Some of my friends are Maya people, and a few are even XSI modellers. In conclusion, its up to you. Completely up to you.
In my opinion, anyone who tells you buy either one (max or maya) is biased. In accordance, I would go with Max. XSI (not biased) is too complicated, and I'm not a Maya fan (yes, biased).

You know how much they cost, right? Why pay 2000+ dollars when blender is perfectly suited for what you are trying to do.
A more important question is.. what sort of game are you looking to build levels for? There is a tool for every job.

Ah quite true; I didn't consider the fact that there exist level editors for mods such as Half-Life, Doom, Medal of Honor, etc. There also exist level editors for languages like Blitz BASIC, and some people create their own in languages like C#.
