what do you mean by scan cells?

Ok I am a fool I got my blit problem fixed but now have a question what would be a good way to scan cells out of a 16 bit bitmap for blitting. I know how to blit and all just wondering if someone could tell me how to go about this. Some code would be greatly appreciated. Again Lamothes book is no help in this since the source on the CD is busted!!!
