is IP dynamically granted?

hello I have a little question as my knowledge in this matter seems to be pretty shallow are dynamically granted IPs any specific? I mean, do they begin with numbers of specified range or consist of any digits that form a hidden regularity? is there any common way (true for all ISPs around the world) to determine if one's ip might be dynamically granted, or do they just look like everybody's else? just curious cheers!
Your ISP buys a block of IPs, so for example 128.127.0.0 - 128.127.255.255. It is then up to the ISP if it grants a static IP per customer, or assigns IPs dynamically.
So, no, you cannot see just from the IP if it was granted dynamically.
