if all the good weapons are equals, and there isn't a single ultimate weapon I don't see the problem with that. I've seen a similar system implemented in Shadowbane and it works fine.
Hammer gives more stun ability,
bow reduces defences,
dagger reduces opponent's attack rating,
axe has reduce defence and 1 stun,
sword ... is practically useless though (unloved child).
