Can anyone suggest a cheap sound card with coaxial S/PDIF Input and Output? I don't even care if it has any other features...just simple COAXIAL S/PDIF I/O. Thanks!

Most sound cards have optical SPDIF. Your best bet in terms of price is probably to get one of those, and plug an optical->coax converter into it.
