How to start and stop dance-pop song
I have a loop that plays a somewhat elaborate chord progression and bass line and drums. How do I lead up to it and end it? I don't know. I had an idea that I could start with just the chords and hi-hat cymbal but I have no idea how to continue it into a song. I'm not worried about the melody (or lack of it) at this point.

Recipe for generic song structure:
Start with just the drums.
Then add the bass.
Then add a small, quiet, 'teaser' melody which is in the same key/style of your main melody.
Then go into a special quiet bit.
Then crescendo into this main bit.
Then do all of that in reverse to finish.
Optional: Have a second chorus with the main melody an octave higher.

Don't take this the wrong way but that snippet doesn't sound like hip-hop to me, it sounds more like dance pop - especially with that disco drum beat.

I should point out that Queen Latifah's Fly Girl and Dr. Dre's The Chronic were of the same era, and Snoop Doggy Dogg's Doggy style dropped a year later.
No, it's not hip-hop. And neither was Marky Mark (he rapped, but so did Ugly Kid Joe and Steve Tyler at different points in their careers).
My first thought was that the loop sounded like "What is love" by Haddaway - which I didn't know the title of but figured it out with a little googling. "What is love Oh baby, don't hurt me Don't hurt me no more What is love Oh baby, don't hurt me Don't hurt me no more"
