Perhaps along with the stigma of being unfriendly to newbies you could also have definite but realistic penalties, such as merchants giving much worse deals to you or guards being hesistant to help someone who picks on others?

Yeah, like a "bad cop" system. In Fable, slaughtering the helpless and otherwise being a jackass caused your skin to blanch and made horns sprout from your forehead. NPCs would cower away from you at your approach, and whisper nervously when you entered a room.
Have newbie-ganking be a big "evil" thing, and have shopkeepers refuse your business and guards follow you around. Also, some visual cue that "this guy is a jerk" might help, especially if you could associate a disreputable appearance with scammers. Perhaps some kind of feedback system, like the rating here at GameDev, would work?
Of course, we all know that it's just a popularity contest, and people would probably wind up buying high ratings, like they buy Fame in Maple Story. Hmm... Perhaps a hybrid between a rating system and the "TK Punish" in Battlefield 2. When you get TK'd, a dialogue box pops up asking if you want to forgive teh team killer. If not, he gets punished. If you get two or three TK punishes, you get kicked.
So, when a newb gets ganked, he floats there as a ghost as the PKer loots his body. Then the newb gets the chance to "punish" the PKer somehow. Maybe some kind of apologizing/amends/bribery would affect his decision, but you leave that up to the players involved.
