wrl program?
I thought the .wrl extension was for VRML files? At least it was back in the day.

Ermm.... notepad? They are text files.
As far as actually viewing them, you'll need a VRML browser. Try Cortona or Contact. THey are two of the few VRML browsers that are still somewhat updated. Contact is technically an X3D browser that just maintains backwards compatibility. You do realize that VRML is dated technology, right? I'd suggest at least moving towards X3D if you want to stick with internet 3D scripting.
Also, what's with the calling .wrl files shaders? They're just scripts.
