Best cheap Mac for OSX?
On the cheaper hardware side:
If you are a post-secondary student (or a K-12 teacher) you may be able to pick up a Mac mini for about $50 cheaper than normal. This educational discount runs from about 5% - 15% off of all of Apple's machines and gear (I don't think it applies to software). They also have a Refurbished section, you may be able to pick up slightly older models of iMac G5 and the like for cheaper than normal.
In addition, I believe there is some kind of "Student Developer Discount" from Apple ($100 for a WWDC student discount, then you can save up to around $600 off of a new Powerbook). It's a one-time discount, but I highly recommend it if you are in post-secondary.

I recently bought a G3 iBook w/500mhZ processor, 384mb RAM and OS X 10.2.x.
I haven't had any problems with loading times. It was bought at around ~$500 AUD, so it was great for me (a student).
