Ok, adding some more questions to the debate...
How would you expect your "units" to behave? like the usual mindless RTS drones, or more "naturally" i.e. running if things get too dangerous?
Do you loose when the main character gets killed (RPG), or carry on (RTS)??
There are lots of gray areas like this, where the two genere''s do different things in similar scenarios.
How about a RTSARPG?

My oppinion is that the NPC should act naturally, if it is a NPC living in a villiage, he will do what he should to survive, just like morfe explained the player to do...
