How would we even recognise an AI anyway?

The point you make in the last sentence here is an important one. If the operator is told to determine whether or not the thing he is talking to is human or not, presumably he will change the subject and ask the computer strange questions to try and trip it up. If you spend much time with ELIZA or similar chat bots you'll find it's very easy to trip them up.
Oh, about the Searle Chinese room experiment, I never bought that argument. Why doesn't the room-person system understand Chinese? Sure the person doesn't understand Chinese, but I have no trouble attributing understanding to the system.
