Legality of referencing Proper Names/Orgs in game?

No, the Department of Defense does not legally belong to "the People". Idealistically, the United States government was established by "we the People" and therefore should belong to us, but we know that in practice "the People" and the government are separate entities.

I never watched the film; still, I'm reasonably certain that the docudrama was composed of non-original materials. That is, Moore used used media clips and imagery from other sources whose relevant permissions allow for fair use.
