Does anyone know a place I can get a set of tools similar to RPG Maker for the PC without having to download an emulator?
Ideas presented here are free. They are presented for the community to use how they see fit. All I ask is just a thanks if they should be used.
There is actually an RPG Maker version for PC, well there are many. The most common I know are RPGMaker 95 RPGMaker 2000 and RPGMaker XP which is the latest one. Look carefully since it's a bit hard to find and the saddest part is that it's in japanese but you can get patches for the program to be mostly translated to english.

If you would like something that is a bit rougher to use but more powerful in terms of possibilities and also better in terms of experience in programming you might want to check out VERGE RPG which is an engine made by a couple of guys that has been on for more than 4-5 years and it's gotten quite a nice little community. The Only thing that can stop you from using verge is if you want FULL 3D stuff and your very own graphical talents, othwerwise it's great :D

Isn't it Never winter nights that more or less gives you a complete toolkit for making you own rpg?
You can make mods with NWN. Like with Morrowind and Dungeon Siege. You still need to have the original game to play them, and you can't actually make money out of them. I played with the NWN toolkit for a while, but It didn't really do it for me. If I wanted to make a D&D RPG adventure some day, that would probably be my choice. Or Morrowind.
What about uploading an rpg maker program on the web? how would I do that

Rpgmaker 2k, 98 are illegal. Get gamemaker.
I recommend you just use the Morrowind Construction Set. The program is admittedly a little troublesome to use, but of all the free tools that ship with commercial RPGs, it gives you the most freedom.

That or Neverwinter Nights, which is much easier and faster, but considerably less powerful.

I don't know anything about these other programs, RPG Maker and the like, so I can't offer advice on them. :(
