Good questions!

As an experienced Computer Game AI Consultant, I could tell you what I cost, but to do so, would require that I know more about your project, and get you to sign my NDA or me sign yours, and get some indication from you of your seriousness in completing the project. And I prefer to conduct business privately.

That being said, you may want to consider C++ as a development language, as that seems to be the most popular for games. The AI aspects of game development, have nothing to do with the language.

Finding an "AI guy" is relative to what exactly it is that you want the AI guy to actually do. Your post really does not say what that might be.

Good luck,

Eric

a full AI system

A full AI system? Wrong choice of words. A full AI system conjures up images of Cyc and Loom and who knows what. A full AI system uses a custom designed language that is based on the whole underlying structure of the system.

A language like C can be used to develop an AI system. But a language like C could never be used to program an AI system once it was developed. True AI systems attempt to quantify knowledge and know what they know and know what they are doing. In other words, they are ''programmed'' in a language that facilitates examinging its own structure. An AI system should be able to reason not only about the real world, but about its own internal structure, the variables it is using, what they mean, and why it is executing a certain procedure.

AI is about telling a computer or program what it needs to know, not what it needs to do. And that is the problem with standard programming languages, they only tell the computer what to do.
