oki, oki, i'm stupid, i think i found how it is properly done, i think i should use a d3dDevice -> CreateOffscreenPlainSurface ; correct me if i'm wrong :)
[EDIT]: hhmmm, it seems i have another prob :), the function's parametres are width, height, format, mem pool, surface, null;
now i can't create the surface. it says in the documentation i must provide a Direct3DSurface9** surface. but i cannot create the surface. each time i try to make a reference to the createoffscreenplainsurface it says : Application has encountered, blabla, and i think it is a NullPointerException :)

You'll probably get more responses by making seperate post out of your question.
You might try The DirectX board.

You can try SpriteLib GPL by Ari Feldman he has some space ships that are top down view.

Here's the graphics to Iron Plague, a Sinistar clone. Mostly space stuff.

I've run across several links in this thread the that have mortal kombat characters (including MK3) and Street Fighter. The links are in original post however I don't remember site name. Anyway now you have a place to start anyway.
A quite search of Google from "Mortal Kombat 3" "sprites" (with the quotes) turned up the follwing as the first result:
Mortal Kombat Warehouse It looks like quite an extensive collect and I believe it was linked to in this thread.
I am sure a similar search for Street Fighter 2 sprites will yield equally promising results.
