how do i create a character or a background for a game? what program should i use? if i draw it on paper first how do i get in to the computer? thanks for the help

Well... are you making a 2D or 3D character? What kind of game? What's he going to be doing?
For software, Veovis just posted some great links here, which should pretty much take care of your software needs.
To get a drawn image onto the computer, I would suggest scanning it. Once you do that, Photoshop, Paintshop, GIMP, or whatever 2D program you use will be able to (hopefully) enhance your lines some and you'll be able to go from there. If you don't have a scanner, you can always take a photo of it (easier if you have a digital camera), but you have to get the lighting relatively even to get a good shot. Also make sure your angle doesn't skew the image.
And you can always draw straight into the computer (I've seen some people with awesome Mouse + MS Paint drawings...) with either a mouse or graphics tablet (Wacom, for example).
But if you want some more specific help, tell us a little more about your game!
