Where is (0, 0) in windows?

This is a stupid question, but I''m learning windows programming at the same time as openGL. I''m tyring to use the ClipCursor function, which needs RECT to be defined. So I need to know where (0, 0) is in windows. Thanks
Top left of the screen. x-axis is normal, y-axis is reversed.
