Level Editors
I was wondering what level editor would be best for fantasy levels, with terrain, buildings, and indoor levels. I wanted to know anything under $300US, or combinations of programs I should use.

Level editors usualy come with an engine.
If you are looking for 3d modelers, check out: 3ds max, maya, lightwave, cinema 4d, blender, ...

Are you making a hobby game or a commercial game? If its hobby you can get an existing game such as the latest Unreal and use the level editing tools to make your game - you just can''t sell it.
If you want to make a commercial game then you need to buy a license for an engine such as the Torque engine (www.garagegames.com) or something similar.
