Perhaps instead of a damage rating you can go a little bit more in depth by using such things as weight and balance. If one sword were heavier, for instance, it would be more difficult to use (and thus would have a lowered chance of penetration) but if a penetrating hit was scored it would do greater damage as the heavier sword produces greater force. Or a better balanced sword would offer a greater chance to penetrate (being easier to wield than a poorly balanced sword). This would also translate to higher damage as well as the warrior using the well balanced sword has a higher chance of hitting a weaker spot in the armor (provided the warrior knows to look for such things), thus less force is used to get through the armor and more force is used to render the opponents flesh within.
