One way you could handle blatant abuse of killing logged off characters is to have all fights done by the AI.
There are several problems with this. First of all, the fight would be incredibly boring to the players (like watching a bad demo in the menu of Duke Nukem 3D). Also, the lack of direct control and lack of response to special situations would be a major drag for the players. Unless the AI is phenomenonally great. It''s hard enough making a good AI for one character in a PvP situtation when one is logged off.
Come to think of it, why would anybody attack logged off chars at all. The logged off PCs have too many advantags.
-They have boosted stats
-They are (usually) in a defensive position, thus having a far better chance
-They will probably b at home or some other secure location which the would-be murder would somehow have to break into.
Now that that is out of the way, someone mentioned "safe areas". This would sort of ruin the atmoshpere of the game. The idea is that the characters are all back-stabbing, sly and at least somewhat evil relatives that live in constant danger. Some of them might be good people, but the not-so-good people don''t want them to exist for whatever reason. The idea is that there is no true safe area, although you''d be able to hire security and build a fortress around yourself.
By the way, maybe I should start a thread that describes this game in detail (it does have some new interesting features that have never really been implemented before, at least not at once.)
