Suspicious command. [beginner level]

Hi every-1. I''ve been told by a stupid guy that I should use the rm * -R command to remove all the files I don''t need under Linux in order to be able again to boot the PC (we''ve got a kind of administrating system that only allows us 30Mo so that Linux''s windows managers refuse to start if the space disk is full).
