The site linked to from that page has the source tarball. If you want a pre-built and possibly packaged version check your distro''s webpage (I''ve just checked and I see that Red Hat and Debian both package KDoc, so it''s probably very common).

now i got another problem........ the new button is no avaible............

hmmm.....

The new button is disabled unless a project is open. Try Project->New.
