shareware for adding mp3 markers?

I want to add markers to an mp3 file as required by FMOD for synchronization with my graphics. Cool Edit adds markers to wav files and all works great. It allows me to add markers to mp3 files, but the markers aren't saved. I understand that Soundforge will save the markers but only if you save the file as a wav file with mp3 encoding as opposed to saving it as an mp3 file (I don't see the difference?- but apparently it works) Thing is, I'm working on my first attempt so I don't want to pay $350 US for Soundforge and I don't want to get into any other audio editing anyway- just adding markers. I tried Goldwave, but it doesn't work. Do you have any recommendations? Perhaps a wav:mp3 converter that retains markers?
